Daily Cycling For Fitness With Limited Time

What would you suggest for people who have only half and hour most days and one hour on a good day to ride their bike?

I know that fitness comes from more than just riding a bike, but what if someone is so busy that the only way to get proper exercise in is to commute by bike to work or ride in short bursts before sunrise when their regular working day starts.
